City of Santa Monica
Moss Avenue Pump Station VFD Replacement
Mr. Otto was selected to provide research regarding major brand-name VFDs on the market and servicing options. Additionally, Mr. Otto assisted the City in selecting the appropriate VFD units for installation, and prepared phased construction documents, specifications, bid documents, probable cost and construction schedule estimates, and assisted the City in evaluating bids.

Well 47 Emergency Generator Design
Mr. Otto worked with the City and manufacturers to size the generator and design a custom sound enclosure for the generator that projected the generator from the elements, attenuated the sound to acceptable levels, and matched the existing building aesthetics. The design consisted of generator, sound enclosure, fuel tank, day tank, ATS, and SCADA integration.
Vandenberg AFB
Space Launch Complex 3 Electrical Upgrades Design and Construction Management
ULA contracted Mr. Otto to performed design engineering and construction management services to upgrade their existing electrical infrastructure to increase reliability and provide additional health monitoring. Mr. Otto was the project manager responsible for coordinating design requirements and constraints between the client and the team of engineers, surveyors, and sub-consultants. Electrical upgrades included new relcosers, 12kV medium voltage regulators, critical source selection solid dielectric switches, replacement of the 2.5MW substation transformers and 480V substation, controls, PLC interface, and power monitoring. He conducted review meetings with ULA, VAFB, and other stakeholders; maintained detailed notes on decisions and actions items; developed basis for design; assisted client with sequence of operations; and electrical design of new substation equipment. Additionally, Mr. Otto was hired to works as the owner’s representative to manage the construction and implementation of the design.
Vandenberg AFB
Space Launch Complex 6 Electrical and SCADA Upgrades
Mr. Otto designed the SCADA system to allow personnel to safely control and monitor the electrical system safely away from arc flash hazard zones. The system was designed to gather and trend extensive power quality data to help investigate power anomalies. The project consisted in upgrading and integrating seven substations, three generators, and four uninterruptible power supplies.
